Step 1 Cook the rice: Rinse the rice under cold water in a strainer until the water runs clear. Then pour water in a small saucepan in proportion of 1 cup of rice to 2 cups of water (in our case, ½ cup of water to ¼ cup of rice). Bring the water to a boil, then stir in the rice, add salt and ½ tbsp. of butter. After that, bring the water to a very gentle simmer (to water to cook off faster than the rice is ready). Cover the saucepan with a lid and reduce heat to low. Cook for about 20 minutes. Then, turn off the heat, drain the excess water, cover the saucepan again, and let the rice rest for a few minutes. Carefully stir the rice with a fork to make sure it doesn’t stick together. The rice is ready. Step 2 Mix the minced meat with the cooked rice, minced garlic, salt and pepper. Make 9-12 meat balls. Step 3 Place the meatballs in a steamer basket over boiling water and steam until fully cooked (about half an hour or until the thermometer reads 165 F in the middle of a meatball).
